摘  

Can technology deter concealed crimes—offenses with no direct victim to report them and whose detection relies entirely on proactive law enforcement? This paper addresses this question by exploiting the staggered rollout of China's Tech-Enhanced Policing reform. Without expanding police manpower or increasing working hours, the reform raised the probability of detection, tracing, and accountability through information system upgrades. Using city-level data on missing children across 337 Chinese cities from 2000 to 2012, we find that policing informatization reduces reported cases by 22.3 percent. The decline is driven by abandonment cases (26.3 percent)—non-professional, intra-family decisions—rather than organized trafficking (15.7 percent). Mechanism analysis reveals a 23 percent rise in cases solved per officer, with no systematic change in police force size or working hours. Our contribution is to provide the first evidence that technology-induced increases in the perceived probability of detection can generate significant ex ante deterrence against concealed crimes.

刘瑞明,中国人民大学吴玉章讲席教授,教育部重大人才工程特聘教授,中国人民大学国有经济研究院执行院长,《产业经济评论》执行副主编,主要研究转型经济学、发展经济学。以第一作者或通讯作者身份在《经济研究》《管理世界》《经济学季刊》《世界经济》《中国工业经济》、Research Policy、Journal of Corporate Finance等杂志发表60多篇论文,主持国家社会科学基金重大项目、国家自然科学基金项目等多项国家级、省部级项目,曾获得“教育部中国高等学校科学研究优秀成果奖”“第四届张培刚发展经济学青年学者奖”“第六届黄达-蒙代尔经济学奖”“首届谭崇台发展经济学奖”“第四届洪银兴经济学奖”等学术荣誉。

 

Innovation Under an Ivory Tower: Evidence from National University Science and Technology Park in China

摘  

High-tech clusters play a pivotal role in advancing innovation, with universities frequently acting as core knowledge sources. This study investigates the innovation effects of Chinas National University Science and Technology Parks (NUSTPs) policya large-scale place-based initiative that integrates universities and science parks to stimulate innovation. By combining firm-level data and patent data from multiple sources, we find that firms located within a 200-meter radius of NUSTPs exhibit a significant improvement in innovation performance. We identify two underlying mechanisms. The first is technological: NUSTPs drive innovation mainly through knowledge spillovers enabled by university researchers participation, universityfirm collaboration, and knowledge transformation. The second is institutional: the inclusive institutional environment, supported by universities connections with local governments, reduces regulatory costs for firms operating in NUSTPs. Furthermore, grounded in the policy learning framework, our findings suggest that the future development of NUSTPs should strategically prioritize universities with strongest or lowest research and technology transfer capacities. (JEL R11, O38, O31, O34)

李兵,中山大学岭南学院教授,博士生导师,中山大学国家发展研究院副院长。2008年于吉林大学获得经济学博士学位,2011年于香港科技大学获得社会科学博士学位。教育部全国万名优秀创新创业导师人才库首批入库导师,首批国家知识产权局专利分析和预警专家库专家,中国技术经济学会知识产权分委会理事,中国国际经济关系学会理事,粤港澳高校质量联盟学术委员会委员,中国国土经济学会区域战略青年学者菁英会会员,广东省经济学会副秘书长。主要研究方向是国际贸易、国际政治经济学、城市经济学等。研究成果发表于《经济研究》(6篇)、《经济学(季刊)》《世界经济》(4篇)等中文权威期刊和Journal of Development Economics, China Economic ReviewThe World Economy等英文权威期刊,共50余篇。主持国家自然科学基金面上项目2项,省部级课题3项,国家社科基金重大项目子课题负责人7项;参与教育部重大项目1项,其他省部级课题以及政府部门与企业课题多项。曾获国家级教学成果奖二等奖、商务发展研究成果奖、广东省哲学社会科学优秀成果奖、“中国国际贸易学会”优秀论文奖等奖项。
